So let's go back to my first point and go from there:
In a homogenous state a native with an iq of 120 has the same power as a native with an iq of 80. Is that justice?
If the 80iq individual has the ability to work to support themselves and their family, the time to set aside to learn of politics, and the propensity to vote, then yes.
Again, your argument now is that you believe a borderline or actual retard was capable of attaining property and surviving on it alone. If they could do so I'd argue they're not quite so retarded to begin with.
Okay so then if an immigrant were to move here, support themselves, learn the way of our politics, what would be the problem with them voting and being part of this country?
