My mistake, I suppose I did misread it originally.

So let's go back to my first point and go from there:

In a homogenous state a native with an iq of 120 has the same power as a native with an iq of 80. Is that justice?

If the 80iq individual has the ability to work to support themselves and their family, the time to set aside to learn of politics, and the propensity to vote, then yes.

Again, your argument now is that you believe a borderline or actual retard was capable of attaining property and surviving on it alone. If they could do so I'd argue they're not quite so retarded to begin with.
