It's takes a lot of work to leave that much equipment. Soldiers will take anything that isn't nailed down and are excellent smugglers. They must have used sorcery to keep the guys from filing their pockets full of NODs and automatic lowers.
You also need the fire control parts. The whole ordeal is a pain in the ass compared to sticking one in your pocket or filling a duffel bag, especially when entire racks of them that have fallen off the books are just sitting there.
Funny thing is you can just by the fire control parts too, but possessing those and an AR lower together is not allowed unless you've gotten the stamp, and unless you know somewhere you can buy the FCG for cash/anonymous crypto, yeah, grabbing one off a rack in bumfuckistan is gonna be way easier and less likely to end you up on the wrong end of the long dick of the law.
I believe that a DIAS could probably be manufactured from an MRE spoon so long as it can be bent and hold shape, which would allow you to convert any(?) semi on the platform to fully auto, though for models which fire a larger cartridge the dimensions would probably be different. I haven't seen any examples of a DIAS for an AR-9, -10, or -12.
