The initial explosion didn't trigger the fuel to go off. Had the bomb gone off properly, it would have ripped off the face of those buildings and killed anyone in the parking lot.
Genuinely pretty scared seeing people try to respond to the fire. Secondary explosions for rescuers was fucking common, people didn't recognize the signs. Particularly the fact that it was only the passenger area that had problems, and that the engine and underside seemed fine.
It's been too long since The Troubles for much of the UK. Anyone who had that kind of firsthand knowledge is long gone, especially with diversity hires, and I'm not too sure how many UK Army EOD guys go over to UK police EOD.
You don't try to ignite normal fuel with car bombs lol
You can do it with truck bombs (as in many in Mosul) but it's not going to be spectacular (in damage inflicted, because the fireball will look nice on your drone video from right above).
