That doesn't sound like an admission that she was wrong. It's barely a step above "I'm sorry you feel that way" doublespeak.

If there's one thing that empowered tyrants are good at, it is carefully crafting faux apologies or deflecting apologies outright.
That's an incredibly charitable way of not admitting she was using a child's death for political purposes.
