Where do these people actually exist? Why is it that they're never present in person at any rally or any event anywhere? It's the same exact shit with Joe Biden being the "most popular President of all time."

Provisional ballots don't get counted at all. All they serve is so that people don't make a scene or actually use the 4th box. They go straight to the garbage.
