That depends on how much of a genius. Extremely high-IQ individuals can't help but express it: they're not just cognitively different from ordinary people: they operate differently on a physical level as well. Two of the most famous examples are Isaac Newton and Nikola Tesla, both of whom reportedly only needed two or three hours of sleep a night. Newton reportedly died a virgin, and Tesla rarely bothered with women. Both of them reportedly commented that they thought sex and romance were a waste of time. People like that simply aren't motivated by the same things that motivate the rest of us, hormones notwithstanding. Or perhaps because they had a different hormonal balance due to their brains being wired differently.
Either way, men like that are much less likely to emerge in Afghanistan than they are in Europe, regardless of how many girls there are in their classrooms.
Bruh. Genetics are genetics. The number of geniuses in Afghanistan is not going to increase whatever the social factors.
Hormones are a limiting factor. A genius who never fully expresses himself won't be identified as a genius.

Now that's a great loss to humanity, if true.
