Hah, they can just outsource it to a guy in who lives in a storm drain and carries his $50 laptop to the top of a tree so that he can connect via the nearby mcdonalds wifi.

The thing to realize is that they ask for the employees they want, not the employees they necessarily think they'll get.
You don't need all the shit they ask for. You've only got to be the best person who applies.
Or be the right color, gender, or wear a hat that's not too big.
We've had some really excellent nepotism hires over the years.
So in my state a position must be posted publicly and applications accepted for a certain amount of time if it's not a direct promotion, regardless of whether or not the company has already chosen someone internally for the job. That's where those crazy requirements come in, to deter people from applying to an already filled job and create less paperwork.
