When you elect leftists and communists to run your city, they now tell the police chief what gets enforced, and what they should let slide. The chief either agrees, or is replaced. Then the police chief passes the orders down to the cops on the streets.

Canadian cops have arrested anti lockdown protestors many times. They're just now refusing to ask every person who's outside for their name, address and purpose for being outside.
