The 2000s Charlie's Angels movie had a bad guy to wanted to turn cellphones into tracking devices.

Also in The Dark Knight too. I member it being a big fucking deal that Batman wanted his tech guy to hack into the phones of all of Gotham's people to find the Joker. 12 or 13 years later and that sort of tech's nothing at all.
