I tried to find an explanation but came up short, perhaps I need to go to the text of the bill.
Comments were indicating that white farmers got most of the money in the past, and garbage about the decline in numbers of "farmers of color" in the last century, so now "farmers of color" need help. I would be shocked if the past help didn't go to white farmers in the same situation as black, and there aren't fewer white farmers than 100 years ago too.
At least about half of the comments were correctly calling this out as racist.
They're going to try and "reform" it with "affirmative action" the way that they tried in California.

I don't agree with OP that the US is becoming full South Africa. That's fairly hyperbolic considering how bad things are in South Africa atm. It costs you the equivalent of $300,000 to leave South Africa.
That being said, Lindsay is correct. Racial Balkanization of the government ala South Africa and Lebanon is the objective. All of those statements about a "Truth And Reconciliation Commission" are also a big indicator.
Time to start identifying ask black or if they won't play by their own rules, start setting up shell corporations that are "owned" by black people and tick all the right boxes.

The other one allots $5 billion to “farmers of color”
