As a woman/girl, I would like to apologize on behalf on the woman who falsely accuse men of rape/sexual assault, it's definitely not all of us. Just sadly, a very loud minority, usually who have social media. Apologies.
I believe the leftist term when talking about laws is "silence is consent", which is ironic given it's talking about a law where silence explicitly isn't consent but that is an aside.
If a population has 100 people, and 5 are evil, 5 are good, and 90 are neutral, it's a bit chaotic, but it is balanced. But if "neutral" is defined as "not only allows but endorses and supports the Evil faction, all while silencing the Good faction, they just don't commit the Evil themselves", then the society really is 95 varying-shades-of-evil, 5 good.
False accusers are a very small percent of the population. Bigger in some populations than others, but regardless, very small even at their biggest. NAWALT, NAFALT, yadda yadda. But if you ask someone if false accusers should be punished in any meaningful way, and suddenly, that very small percent grows a LOT bigger. They may not be the Evil group who do it, but any risk of harming the Evil group throws them in a tizzy.
A false rape accusation is effectively attempted murder (or in some cases, successful murder), but it is treated lighter than walking out of a Walmart with a TV without paying for it. It is treated lighter than drunkenly pissing in an alley. And the "neutral" part of society goes "this is fine, this is the right way to do things". It is a very small, small and quiet, minority of women who go "attempted murder by proxy via false charges should be treated with at least something approaching severity, and while we're at it, women are privileged in court rulings compared to men, about three times stronger a privilege, than whites are to blacks, so we should really start making that iron hammer of justice more unisex."
I'm of the opinion that false accusations should result in execution, but I could be argued down to them requiring a week in the stockades or some equally strong social shaming that would make women too embarrassed to even consider attempting to pull that shit.
I chose "public urination" specifically because there are jurisdictions where such an act will get you put onto a public offender list, and forced to identify yourself to neighbors as being on said criminal list, for a long, LONG time. Just forced to ID as a known liar about these things to all neighbors and coworkers, a law to make the media disclose this fact whenever the person appears in the public eye ("Jynyt, known for lying about being sexually assaulted in the past, has now claimed..."), and it being kept in police and court records to watch for any repeat incidents, should be sufficient to keep the peace. I don't see why stackades or firing squads would be needed.
Mostly because they trigger lower level lizard brain aversion to the behavior we're trying to discourage. Your approach might be more effective in the long run however.
