The Democrats would oppose it just as they oppose everything Trump does, making it a definitively partisan issue (which could be good or bad depending on your view of it). It may inspire people with sympathies toward Snowden to come forward about the Harris/Biden administration, or those who support Assange to seek out leaks.
As much as I hate to say it, pardoning Assange and Snowden would only be a symbolic move, and actually might endanger them. By that I mean, it might give them a false sense of security, and cause them to come to the USA, and I firmly believe that if they do, they will die.
