It used to be a "green" "environmental" effort to instate the fourth industrial revolution, which is basically full automation and the remaining humans would be slaves under a global communist government.
Instead with the wuhan coronavirus they have tried to use as a wedge to instate their economic changes. Lockdown to destroy all small businesses and the big multinational companies get to buy up tons of cheap land. "Contact tracing" apps in order to track people's movements. Masks, vaccines, and strict guidelines to tell who is obedient and following orders and who is not.
Someone would have to be an idiot to give up their property (and undoubtedly their rights to future property). Doing so gives up personal independence and authority over one's life.
But people will agree to this craziness. And then they're committed to the Reset Cult.
They might be able to get away with that in Europe and elsewhere, but there are a lot of armed and independent-minded people in the US, and they'll have a harder time making that work.
Those may be their current plans, but they can always change them if people show enough opposition. Just because they drop any one point does not mean they are stopping.
Well, they'll be all wanting to live in apartments anyway, because maintaining a house and yard will be too hard for them, and they'll all be weak and allergic to anything not human, like dogs and daisies. And they'll feel good about "densifying" and sleeping on the floor of a bachelor "condo" with two foreign families each with a littler of a dozen little dark kids, all eating rice with their fingers in a very cultural way.
That was part of communism, at least in Romania. My grandpa was telling me stories about how he lived in an apartment with 2 other families. The state would take and redistribute homes so they took this building from some rich family and then divided in to apartments and then put several families in each apartment. There was no option but to comply, you had to live there. That was the communist way, it did not matter if the previous owners worked hard for that house or if it was in their family for generations, they just took anything they wanted.
And as you expect the ruling party members just took the previously rich peoples houses on an one on one bases.
