1- A child's account should not have administrator privileges to format the device.

2- If the child is savy enough to get into the BIOS of a PC to boot into a different OS ( or dumb enough to wipe all the PC's data by overwriting it with a fresh OS install ), that kid is smart enough to find another way to fool age verifications.

All of this is BS : the decision to restrict a child's access to electronic devices rests ON THE PARENTS. Everything ''smarter'' than a toaster has a parental control setting.

You can even set your house's WIFI to cut-off Internet during certain hours on a per-device basis.
