USAA has been getting caught laying off in the United States and hiring in India for decades. Every time the issue flares up they just ignore it until the heat dies down. If they acknowledge it at all they use the same talking point that it's third party companies in India to do jobs they can't find Americans to do.
The only time they even got tangentially dinged was when they had to pay a 15 million dollar fine because their employees in India were caught unilaterally reopening closed accounts to meet a new account quota.
