I can personally attest that 30-06 will go through a 200+ lb feral boar at 200 yards, there's no chance in hell a human neck would trap a regular 30-06 bullet.

only explanations:

-the shooter was using a low power round, a possibility given he was a gay furry soy boy

-it was a frangible bullet, or the bullet otherwise broke up on impact. from the description, it sounds like they recovered the whole bullet, so this is probably not it.
