They fire at a wide area filled with civilians, that entire area & the civilians in it are the target. Just like the British bombing French cities in WW2.
Or German cities in WW2. Note that Israel has often cited Dresden, which I agree with you was very bad, as a reason why it is justified in doing what it is doing. Either all of it is OK, or none of it is OK, etc.

What I said was an arguendo. I don't know that the Iranian missiles are inaccurate, let alone as inaccurate as you say they are. Also, you're going off purely on your own logic. These are legal questions. What may appear logical to you or me isn't necessarily how things work out.
