Pretty sure the claim is generally that they started it by waging war against their ethnic Russian population, and by not respecting the Minsk Accords.

But yes, it's not hard to understand why making moves to join NATO would be extremely concerning from Russia's perspective, considering it has been promised over and over that NATO would not expand.
