I think the issue is that the in-group is tiny for any individual person, which is a result of living in a low-trust society as you mention. In the shithole metro area I live in a random white dude is only slightly more trustworthy than a diversity import. I certainly wouldn't consider them a member of my in-group until I have good reason to. So that leaves friends and family. We're Balkanized at a much lower level than demographic groups.
