The reason I don't believe that is because the idea that the vaccine was actually "mandated" for private citizens was never actually true in the United States. It was leveraged in two ways, private business compliance and government employee mandate. Neither of which would have been controlled by the local government itself, who I suspect you did not actually name for a reason, so I can't look it up.
