No, we need to add actual qualifiers to vote. It used to be you needed to own property, but nowadays, you can vote once you're the right age (well, the right age and have signed up for the Selective Service if you're male; women have no such obligations, of course). We need to bring something like that back. It should be you need to own property, pay taxes, make an income that doesn't come from a government program, and/or be enlisted if you want to vote. Additionally, there should also be things that disqualify you from voting, like being on any sort of welfare or government assistance, or being in prison. In short, you need to actually be contributing to the country to have any say in how it should work since you have something to risk if you choose wrong, and can't just keep voting for the government to give you free gibs.

Knowing your history and civics should also be up there, of course, as this video demonstrates.
