I'm very mixed on that but I can see the point you're making for sure, it's worth pointing out with other games they've remarkably gone through the effort of putting more clothes on the women even if it's only just a texture on their shirts etc. to cover them up. So they'll go all out on the censorship but mysteriously can't lift a finger to put in new content etc. for anything else.
