I mean, all theories at the moment, but I wouldn't be surprised, Japan does get a bad rap at times for how they treat people who are under arrest and I mean they're no fucking joke because their prison system operates third world at times. So given that they've had an influx of retards deliberately trying to start shit in their country it makes total sense they film it so that people can be assured it's not them doing anything wrong.
