Edit : Okay it appears that English is widely used for written official documents in Pakistan.

I was quick to jump to conclusion because woke events in so many countries where English has no official use still have most or a substancial amount of signs in English. Because it not grassroot, it's Globalism rot taking hold and broadcasting infection to the rest.

Why is the seemingly-official document written in English? To brodcast to foreigners.

Hindi/Urudu is the national language and lingua-franca of Pakistan. ( Although English has official status too, it is not the lingua-franca there. )
