He didn't actually say that, but that's his basic premise. Some of his beliefs:

  • UFOs are native to Earth - probably the most shocking statement
  • the alien hypothesis of UFOs is a government psyop
  • he is certain of several things, but hasn't made detailed claims because he doesn't have the necessary evidence yet
  • the government has had contact with UFOs
  • there is a dark "spiritual component" to the phenomenon

Personally I don't agree with everything he said, but in general I find this at least plausible. The idea of UFOs as real, extraterrestrial species does not agree with basic logic and probability. Shadowy G-men cannot possibly hush up every UFO crash; the frequency and convenience of the crashes fits a theory of orchestration rather than occurrence of truly independent, serendipitous phenomena. To the extent that they're real, UFOs fit the profile of demonic meddling, likely invited by Satanic, owl-worshipping, spirit cooking, Georgia Guidestoned elements in our government and elite.

I recommend this book as a comprehensive analysis of the history of UFOs: Lights and the Sky & Little Green Men, co-authored by a Christian astrophysicist.
