They were allies with Hizuru which is basically Japan in the story, and they were being persecuted for what their ancestors did. That sounds more like German. The concentration camps is the only thing that looks jewish but Germans themselves also got sent to concentration camps after the war in real life as well.

And Gabi's character represents the brainwashed self hating White/German person
