Agreed, they're definitely going to do stipulations, however, worth noting, because boomers are stupid and tech illiterate that's nothing to say that we can't access VPNs outside the UK. For example if you use Bitcoin to pay a VPN for their service it will be extremely easy to get around and trying to legislate Bitcoin is going to open a whole other can of worms.

I don't think the boomer politicians will have even considered that option though then there's all the other stuff like remote server access and shit like that which only the autists are aware of. Boomers waking up and thinking they can regulate the internet is always a very bad sign of things to come. That's nothing to say as well of basic proxy servers and stuff like that which can always get around their silly ISP blocking methods. I still have no problem accessing Russia Today despite the laws they passed. I suspect this kind of legislation is more for normies, however I don't discount the idea that boomers are that stupid they think this will do the job which happens to work in our favour.
