It's the exact inverse of reality. Parents have ALLOWED the state (for a century or two) to take part in the process of helping to raise and educate children, entirely contingent on what decisions the parents decide to make. Outside of social services bullshit, the state has no jurisdiction over what those decisions entail, so long as those decisions don't somehow violate other existing laws.
