Shit, I think they had stopped doing it by the time the Cuckoo's Nest movie came out (and that wasn't any protest about mental asylums, either; the book, at least, was meant to warn Kesey's hippie friends not to take the "insanity plea" because of the thought that one can just cruise their way back out sooner than a jail term would end. But the second part is correct, it's the Left going after cops now because "bad stuff".
