The decision was made at the highest levels of the company, but without the knowledge of CEO Jack Dorsey, with former head of legal, policy and trust Vijaya Gadde playing a key role.

This checks out with Dorsey's recent regret - the decision was made without his permission.

Dorsey seems to be the type to be placated with cash, before a conscience hit him and he started suggesting Elon's takeover?

I will add also that the decision was made unilaterally by a woman, just because I think that kind of treacherous decision is typical.

Democrats opposed the censorship because it was...too little. They believed that the censorship out of nowhere made the story bigger, that it showed Twitter hadn't been censoring enough.

In their opinion, because of the lack of censorship, the HB story grew beyond what it deserved to be, because Twitter pulled the trigger and caused a Streisand effect.

The Democratic opposition was not that censoring was harming democracy, but too little of it was.

An amazing subplot of the Twitter/Hunter Biden laptop affair was how much was done without the knowledge of CEO Jack Dorsey, and how long it took for the situation to get "unfucked" (as one ex-employee put it) even after Dorsey jumped in.
