She is the 'Gender equality' minister so it's more than likely she's trying to grab more power. Fortunately there seems to be more pushback against feminism in Japan compared to the rest of the West.

If anything will help their birthrate, it'd be addressing the work life balance. There needs to be some more down time or I don't know design offices to not be an stuffy place to be in. That's the biggest issue they are burning out people hard in every business I mean even their entertainment has burnout!
