If you want to stretch it a little, you could insist that it is a perfect model, but still the meaning remains that it is perfect as a model, not that it serves as a model of the most good, or the most bad.
You can say that Claude Monet's Water Lillies is "the perfect exemplar of impressionist paintings" without saying that it is "the epitome of impressionist paintings." You're not saying it's the best, you're saying it has all the hallmarks.
