Any IP that has logged into your accounts in the last year are marked, and using any of those to make a new account deletes that account. The IP you used to create the account is stored forever.

So if you want access, you need to change your online footprint. In the extreme that means also reinstalling windows or even new hardware, but I don't think reddit tracks that, so clear your browser, or just uninstall and reinstall it, or better yet download a different browser like Brave and either use a VPN (make sure you never interact with reddit without it on), or call your ISP and change your IP or ask for a dynamic IP, say it's for some made up work reason.
