Loyalty is a sense that your leader is just or good. African "loyalty" is actually just built on fear, they are afraid of the biggest, strongest and most dangerous person. The second that person isn't the most dangerous is the second everyone changes sides.

This is why the UN doesn't understand how African tribes work. They go in and try to form a government, which immediately puts one man as the new top dog. This top dog will be coming from one of several families that balance each other in power. But this new president has the support of the UN and their military, so he can subjugate the other tribes and force them to be "loyal". The president then removes anyone that the UN might decide should replace him after it's clear he doesn't want to give up power or is rigging elections. Because giving up power can literally be a death sentence.

Floyd was important to the black community, because he was a huge dangerous man. That made him a community leader that used that authority to run the community. His death by an outsider was like a political assassination.
