Of course, "primary" does not mean 100%, obviously the environment matters too, it just matters a lot less than what people think. People assume that the environment is like 90+% of behavior, when in actuality it's more like 30%.

I believe willpower is a skill, and it can be taught (and improved) through practice. You have to start very small, tiny bits of willpower, and gradually improve it over time through practice.
I had horrendously bad willpower, but I've managed to slowly improve it over time. It's really difficult, willpower is something that needs to be taught at a very young age (like walking or reading), but it can be taught.
