The political pressure for Biden to do something, anything, in regards to China is enormous. This is a small bone to throw to dissipate the issue. This only stops the average American investor from being able to invest in certain Chinese companies that have a link to the Chinese surveillance apparatus and/or defense. Ideally, that would pretty much nix any American investment in just about any Chinese company operating outside of China, but in reality a brief view of the banned company list shows mostly Chinese aeronautical corps with Huawei being the only name that'll stick out to your average American.

The problem children, American corps and the politically connected upper class, will not be affected by this in any large way. They will be able to continue to invest in Chinese corporations, sans a blacklist or not.
