Despite Biden's pledge to continue the lockdowns, Cuomo now seems to have flipped his stance against keeping the economy closed. My guess is he's just now realizing how deep in debt the state is now that those with money and means have already fled, taking their tax base with them. The small businesses that could not leave have either shut down, or been destroyed by the leftist mobs roaming freely through NYCs streets. Additionally, by standing against the President, he can position himself as a 'strong' Democrat and try and cultivate support among the anti-lockdown crowd (and use all of Trump's reasons to lift the lockdown in the process).
