I think most of the cred it got is from it's developer

I have this theory that even if the devs may be somewhat based, chances are that companies hire consultants like Anita as a way to be ok with the current industry standards. Put yourself in the devs shoes, this consultant that is payed a lot more then you tells you that you have to have women leaders and minorities, also you can't make them evil. Are you going to say no? Of course not, at the end of the day is a job for you, you do not own the company and you do not want to upset anyone. So this is why you are left with only white men as evil characters and to balance the number of white or men characters you get a bunch of women and minorities in positive or leadership roles.

This is actually something that is confirmed to be done in movie.

Funny story, for a while my wife thought I was some kind of genius for looking at her spy or mystery shows for like 5 mins and I could solve them most of the time. 

I eventually had to tell her that minorities are usually not bad guys and if you remove all the minorities you are left with a surprisingly low amount of white people as suspects.
