Thing is, opiates aren't crack and meth. What's happening is that people who aren't opiate addicts are getting the fentanyl, too; someone's been cutting other stuff with fentanyl, and yes, people shoot both coke and speed, not just opiates. On top of the obviously stupid actual opiate addicts, of course, there's more and more of them, it seems, all the time.

And again, even if someone IS out deliberately killing them (and since fentanyl poisoning has been showing up consistently for the past 3 or 4 years, and in the same general region, yeah, it looks deliberate) but they still won't stay away from the stuff that they know is at risk for the fentanyl, what can you do, short of scooping 'em all up and putting them in a camp? By that point, it's just Darwinian selection if they won't stop.
