I really wish this was the case in America. I think it would weed out a lot of the terrible drivers I have to deal with on a daily basis and it would foster some semblance of community and civic duty, which has utterly vanished from the realm.
Well. I mean. We still have our horrid ass drivers. And with everything, they usually said, "you look for these signs, you bandage like this, but like... call the fucking ambulance right away, they are the professionals and you are not, k?"

Unfortunately, unlike Europe, we require far too much daily commute and travel to not have licenses basically be a given.
America is far too spread out and large for either non-car transportation or public transportation unless you specifically live in a metropolitan area.
Granted, but I still find it irresponsible to require the license but then have no actual requirements beyond paperwork to obtain it. What's the point of it other than needless bureaucracy then?
I think the drivers' test is a half decent requirement. Mine was taken in downtown, only during the busiest hours on the worst streets. It was a lot of pressure and I even failed once.
It likely comes down a lot to your local branch and how bloatedly corrupt they are. Shit mine won't even talk to a teen without some proof of practice, but I know back in Louisiana they just hand it to you after a DUI check.
