I've seen this unintended consequence floating around for a little while: insurance companies refusing coverage to truckers in risky areas. Insurance companies are deeming these cities to be a risk without law enforcement, and are refusing to insure in the risk areas.

And the insurance industry packs a big political punch in the US, they're the first cousins of bankers. Insurance industry pulling out of these markets could really nuke their local economies, way more than rampaging angries ever did.
