I've seen people saying she was trying to spit at the officer and he's holding her head like that so she can't. She is clearly physically resisting arrest and kicks the female officer. She gets very gently placed on the ground and presumably placed in cuffs after the video ends. If he wanted to hurt or choke her, or "bodyslam" her, he could have easily done these things and chose not to.
Were missing the context of the encounter before she starts resisting arrest, because she already is when the video starts.
My stance is, you can disagree with the fines for not wearing a mask, but that's the law, and if you're going to spit at the cops in response you're going to get arrested, and if you then kick them you're going to get manhandled until you're in cuffs.

On one hand she is clearly resisting and, as was established here and elsewhere, it's rarely a good idea to resist police.
On the other hand the police guys don't seem to handle the situation very professionaly.
