Yes, but Europe's countries have had plenty of periods with good rulers and opportunities to improve their lots with regards to these issues, but they chose not to do so for one reason or another. They gave the world plenty of good, and America wouldn't exist without the values, knowledge, culture, and history provided by them.
The Americans who laid such a strong foundation were a product of Europe's greatness, and much political and legal theory (and just straight up actual laws) was derived from them.
Ironically, Europe would probably be far, far worse off if it wasn't for the bulwarks against destruction laid by their actually good leaders and people in the past, but we don't really think about that because a sinking ship is still a sinking ship, even if its sinking more slowly than a more poorly constructed ship otherwise would.

They should filibuster it. If they want to stay relevant as a party, they need to start picking issues to defend that aren't 80/20 with them taking the 20 side. I'm glad they don't seem to be smart enough to see this though. The complete collapse and replacement of the party would be the best thing for the country in the long run.
