There are several questions on the form 4473 this guy had to have lied on to get his hands on that.
Not to mention a dealer not exercising good judgement and somehow thinking arming this troon "feels right". The ATF, for all its faults, absolutely encourages FFLs to use at least some discretion.
And for history the person who shot Giffords was initially denied their gun purchase from Walmart and had to go somewhere else.
