You’re probably better off downloading a video’s subtitles (.SRT file) and running that through a text translator than finding anything that can deal with videos, handle them well, and do it for free, which is to say no I don’t know any sites that offer this ability
Good point, I wrote that assuming OP meant youtube (in which case I think he could still download the auto-generated captions for a similar result), but yeah idk how well that would work for videos without any subtitles available for whatever reason

Good idea, if subtitles are available. Otherwise, using Apple or Googles voice-to-text translator might work too.

I've seen people call a bot to translate twitter videos. Not sure how it works though.
Most of them you just ping the bot's name in replies to make it work and they give you a link.
Can you just post your video and then tag the bot and have it translate whatever you wanted?
Depending on how soon you need it, I heard that VLC should have built-in AI-language translation pretty soon.
Otherwise, what others have suggested would probably be a better and more immediate solution if you have access to existing subtitles.
