"Patriarchy" would basically be men > women, to oversimplify. Race or religion wouldn't enter into it. If it's just "rape culture," why would that spare Muslim girls? (Which it doesn't, as you point out, but she didn't point out in that tweet.) Or is she saying white men are doing the raping? Which she does say elsewhere, but she's also all over the place.
She's either blaming white girls, or white men, it seems to me. Her primary goal seems to be defense of Muslims, and she'll use any argument to reach that point. Her tweet is admittedly unclear, but I have a hard time reaching "patriarchy" from it.
It's funny, too. She claims that it's astonishing that people aren't understanding her tweet...but also won't explain it. Because she'd rather play the victim.
