This was all manufactured in the 1990s from an NSF study predicting a severe shortfall of Scientists and Engineers, and through secrecy and collusion by the GUIR to influence policy in the form of an Immigration Bill to allow the importation of foreign workers to avoid this "shortage".
It was designed to depress wages for American Scientists and Engineers and to create an obedient foreign underclass that would work for low wages and prevent worker unionization.
At the same time, universities shifted their focus from STEM to humanities and cultural indoctrination.

I'm all for preventing unionization, but depressing wages and creating an underclass has the opposite effect. The DOL have been over-supplying STEM for years specifically to keep wages down.
