The context of the quote clearly shows he's not talking about ending the program, but fixing it. Moreover, I don't remember him ever taking any action in his first term to end the program then, either. So, I have no idea why you are expecting anything like that from him, when I don't remember him mentioning it in 2020 or 2024 for the purposes of eliminating it.
