If I had more sense and wasn't simply making the perfunctory effort to mostly just dodge region locking I would go with Mullvad. They let you pay anonymously with cash, which is kind of insane in the modern world. That says to me that they're taking things seriously. That said, I've no idea if they'd crack to nation-state level pressures to fork over data. I know a couple of the other more well known players have.
If one is worried about targeted state-level surveillance, he will double anonymous VPN or stick to TOR, in addition to paranoid opsec. Mullvad has resisted/nutered legal orders before, if one is doing garden variety piracy.
If you are plotting to overthrow the government, I’d recommend physical documents, no VPN aside from really obscure ones that you’re double VPN’ing would even begin to hold up well. If you just want to watch region-locked content or have a basic level of privacy with the internet, most ones that advertise will do.
One that's worked pretty well for me is TorGuard. They have a built in adblocker so if you use it on mobile too it should block ads if you can't use a browser that would. I think you need a discount code to make it a really good value though.
If they advertise, they're cucked.
Mullvad seems to be pretty good so far.
