It took forever for them to remove zero-covid shit and they had to do it to restore production capacity. The counter examples clearly show that they do not have to give in to protests, especially not small ones, because they can (and will) just kill everyone, put them in jail, or ban keywords (and even emojis) from social media (which is all state controlled).
